Lights Along the Shore

Lights Along the Shore - I made this quilt for my step-son and his wife, but will enter it in our local guild quilt show before giving it to them. This quilt took me 179 hours to make from start to finish. I have a lot of detailed quilting on it. I stitched the bricks in the lighthouses to make them more realistic. Quilting it was fun!

I am trying to make this and find the pattern is missing some instructions. i've finished all the light houses, and put the setting strips on as instructed. however, some dimensions for setting strips are missing? there appears to be a blue border to match the strips around the finished 9 houses before the white border. can you help me figure this out?
