Yes, they are both supposed to be 1-1/2" FINISHED SIZE half-square triangles that you have made from the paper foundations included in the directions.

Hello, in the intructions of december at point five are the instructions for making these strips.
This is what it said:
5. Make two strips of 1-1/2 inch half-square triangles (finished size) , by sewing 35 half-square
triangles together.
At point 9 are the instructions for the seconds strips:
9. Make two strips of 1-1/2 inch half-square triangles (unfinished size), by sewing 45 half-square
triangles together.

Should this be finished or unfinished size???
