That happened to me once when I got a gift from the US. I complained at the Post Office when I picked it up. They said to call the Canadian Customs Service which I did. I was told to send them the label where gift was indicated and the receipt of what I had to pay and they refunded me the money. They said sometimes mistakes are made!
You should tell your friend, that there are instructions on the back of the receipt which gives the number to call to inquire. BTW, the value of the gift has to be under $60 to not be charged duty.
