I guess from your query that your tacking stitches don't go through the papers. The paper templates are for holding the crease/seamline in the right place for overstitching the pieces together and you will need them to stay in until you have finished stitching all the sides of the templated piece, then it is ok to remove them (if you are going to - a large number of the pieced coverlets in the V&A's exhibition last year still had the papers left in, and it seems that they were used like that!)

When sewing hexagons together is it common that the template paper sometimes comes out? Also should I try to push the paper template back in or pull out. Any responses will be greatly appreciated. Sarah 21.
