Check out Sharon Shamber's site for the raw edge applique video. It's a freebie. Before you glue, starch the heck out of those bears (she suggested 4 times...spray starch, iron....) then glue them down with liquid stitch.

Sharon Schamber demonstrates a raw- edge applique using a fabric glue I think is called liquid stitch that she applies to the edge of the cut out applique before stitching it down with machine blanket stitch.

I am making a baby quilt for a friend from a kit. It contains die-cast cuts of teddy bears. The instructions say to use fabric glue to hold the bears in place on the blocks and then use a button hole stitch, either by hand or machine, to applique the bears in place. I am concerned these cut out pieces will start to fray, especially on a baby quilt. Does anyone know of a better way to do this. I was thinking of using a "windowing fusible applique" technique, but am not sure how this will work with the bears already cut out of the fabric. Any suggestions?
