Things work differently when you don't have a privileged account.

Attaching a screen shot of what I see when I look at the photo in the album. On the right side of screen, below photo there is a green thumbs up - that is the LIKE button.
Then further down on the left side is my user photo icon - just to the right of that is the area you can type in a comment. There is no line around the comment box, but if you click just to the right of your icon, you will get a blinking cursor that indicates you can type. When you are finished typing, click on the blue "Add Comment" button.

Did you scroll down below the photo to see the "Add Comment" box? You'll see your photo icon and there is a box to type in your comment just to the right of that. Unfortunately, there is no line surrounding that box, but it is there - just click a bit to the right of your photo and a cursor will blink which indicates you can type your comment.
