Fettjunk, You said you are reducing the pattern by 60%, that would make it 40%. That is really small. Did you mean you are going to make it at 60%?

If you google 1/4 inch black bias tape you will get a bunch of places online. Also, another option besides making your own, is to go to a big box store like JoAnns
and buy the bias tape in almost any color you want then cut strips of fusible and iron it to the back side. Just another idea. HelenW

The bias tape makes the trees and two of the skyscrapers. 1/4” wide so not real big.
