I think that the technique you are thinking of has been described as 'confetti' quilts. I know that there was a show that demonstrated this, but I don't remember which one. However I am sure that it should come up in the show search listing. As far as I remember, lots of tiny pieces were placed down and then tulle placed over and then it was stitched to hold in place.
Hope that helps.

Make shaded fabric from small scraps
11 Jul 2016 18:05 #137602
I am interested in making fabric that uses very small snippets of fabric to create shaded sections in a border for a quilt. I have watched show 1706 but these snippets are much more chunky than what I envision. Has anyone done this before. I know I have seen someone in the past who saved little bags of colored fabrics to blend together to make their gradations. However, I do not remember how it was finalized. Adhered with a heat process? Covered with tulle for instance and then quilted? Any suggestions? Thanks to all who may have some insight.
