or is either OK?
I wanted to get the right ruler to make those place mats.

I had to scale mine down to 36. The PDF file is huge - 23.6 x 38 inches. I had to do a lot of fiddling and waste a lot of paper to get it to come out the 9 inch size for the blade.

where do I find the correct size to print?

Pattern will not stitch out is it too big what percent to print

When you print the wedge, it should measure 9" across the straight of grain.

Did I miss something in the instructions, saying that the pdf pattern should be printed at 36%?
