I got some of the gutta off with a stiff bristle brush. The rest of it came off easily by scraping it with the edge of a credit card, after I had heat-set it and then soaked it in water overnight.

It takes practice, but this is the easiest way that I have found for outlining. It is possible to get the tips in different sizes. Smaller tips help to prevent the globs, but they require more pressure to squeeze out the gutta. You have to develop some strong forearm and hand muscles.
