I have not read all of the comments here yet, but will. What happened to Rosalie also happened to Jason Collingwood in the weaving world, and this is not new. But it is increasing, in part because of the very technology that some think should help. There is a small (and growing) group of us who have decided that it is time to take it on, and any information anyone has, specific and clear, will be a great help. Our intention is to do the work needed to create a new category of visa, because as of now there really is not one for teachers like Rosalie (and so many others). We expect it to take years to do this, and we have committed to the long haul. If you have information we can use, please write to me at weavingfutures2012@gmail.com. Later, when we are ready for help in publicizing what we are doing, getting Congressional attention, we will let everyone know!

I paid an immigration lawyer a few years back to advise me on the US Visa application process, so I could travel there to teach. The Visa he suggested was the same one for professional athletes, entertainers, scientists, etc. Essentially saying that I was an unique talent and only I could do the job. At the time the cost was prohibitive (with a lawyer's help I was looked at $7K) and it would take over a year. Without a lawyer longer and more expensive. Thus, I do not teach in the US.

I find it so disheartening that an artist who has been teaching quilt designs classes in the USA for DECADES wasn't issued some sort of temporary waiver while the confusion with the correct VISA was sorted out. She traveled half way across the world to get here. Rosalie's long record of frequent visits to our country (with valid documentation) apparently counts for nothing when up against the rigidity of bureaucratic procedures. I will forward this information to my congress person.

It seems to me that the organization that set up the teaching class for Natalie should be contacting their US congressman and representative to expedite this Visa snafu. If that doesn't help, go right to the top- Pres. Trump. There are so many automated layers of bureaucracy , it takes a lot of digging to actually get to a human. It could be that someone miskeyed a code number on her document.

I had a wonderful , memorable two-day class with Rosalie a couple years ago and found both her teaching ability and her artistic talent to be at the highest level. I put her in the same category as footballer David Beckham and opera singer Placido Domingo. There should be a paper protocol to follow when it is discovered someone has arrived in the US with the wrong visa when the issue is merely a harmless technicality, for example, a short-term renewable previsionary visa until the situation can be resolved with the visitor's embassy and country of origin, which should be possible with today's rapid communication technology. It seems sending someone back to their home country could be avoided. I hope this gets resolved for Rosalie soon.

Entry denial into the States is just that, not deportation. And 19 years ago this happened to a teacher that I booked to teach workshops.
What a tragedy for those students who signed up for classes and she could not get into the country to teach. Kudos for the organizers of the classes who found substitutes at the last minute. Praises for those who filled in. As an past organizer of QBL and QBS and a friend of Rosalie’s for over 40 years, this situation distresses me immeasurably. I hope our USA State Department recognizes the value of these international exchanges, love of quiltmaking and new found long-lived friendships. We all believe Rosalie will return again and again to teach her outstanding classes and present her informative lectures.

I believe what you need is the O-1 visa, which allows you to receive income in the United States--and it has to be sponsored--chec k out the I-129 form. The B1 visa I thought was for business meetings, conferences, negotiations--b ut not for earning revenues that are taxable--and honoraria, stipends, etc. are revenue. You then have to file a W-8 with the organization who is paying you, so that you can receive a 1099--and you will be taxed at a rate of about 30%. Something like this--I am not an expert. A good immigration lawyer should know this--Google does...

In 2 parts: Dear Mr Inslee, I’m the daughter of Prof. Minze Stuiver, one of your favorite professors at the University of Washington and I want to say congratulations on your efforts on climate change! I’m doing my very best to help avert the climate catastrophe with solar panels and an electric car here in San Diego. Again, thank you for making this your primary goal. I do have one concern however, with all these immigration issues, Seattle just turned away a renowned Quilt instructor coming in from south Africa to simply teach a class and visit friends. She was on a standard B1/B2 visa and apparently immigration felt it was the wrong Visa. She had been traveling on this visa for many years. Hopefully, members will read the comments from Susan so they understand that it is complicated and not necessarily a negative comment about the current administration. It is a comment on how confusing and limited the immigration laws are, and how they need to change to better fit our needs. The backlogs typical in immigration stuff are exponentially worse due to complete lack of staffing, particularly at the upper levels where decisions get made, that have become commonplace during this Administration. Addition: there have been rude border and ICE agents forever, but it seems worse these days, perhaps because of poor morale. They work hard for little pay and even less appreciation. Still, rude is not acceptable.

Third post.... page not allowing a series of comments to adequately explain the complexities In effect, what Rosalie was doing was breaking US law, likely without ever realizing it. When you apply for entry as she did, sometimes the ICE officers will allow the person to "withdraw their petition for entry" and return home. One can then return as a true tourist, but not for teaching purposes. So what was done was within the law, albeit rudely. What needs to happen is to CHANGE THE LAW. We are now effectively a global economy, and most folks including those in guilds, at quilt shows, and the general public do not understand how US laws work. So they proceed with doing what they think is legal and reasonable, only to have something like this happen.

2nd post: You could be a businessperson, for example, coming for a meeting and that is fine. But to receive payment is not. The other problem is there is no viable visitor visa to travel to the US and engage in short-term paid work unless you are someone of "exceptional talent" -- think Luciano Pavarotti or David Beckham or Gordon Ramsey. Some other countries, Canada for example, have a provision on a standard visitor visa which allows one to work for pay for a maximum of five days, which is sufficient for a big show or two guild venues. We, alas, do not have something like this in the US. What we need is for Immigration Law to catch up with the 21st century. Given the current level of dysfunction in Congress, however, the chance of getting a provision like this included in any immigration law reform is pretty close to nil. What Rosalie ran into is exactly the same issue that happened to Pamela Allen, and why Pamela Allen needed to stop teaching in the US.

I used to be a US Foreign Service officer (diplomat) specializing in Consular services, which includes issuing visas. I am frustrated because the issue is complex and the page will not permit a long comment. I will try to leave several comments. Here is what I previously posted on Facebook: It appears my guess about the B1/B-2 visa was spot on. Alas, trying to get the teacher visa in less than a month is likely impossible...us uall that process can easily take many months if not longer. Here's what I posted on Susan's page: ...I used to be a US Diplomat specializing in US citizen and Visa matters. I left the service 20 years ago, but the basic law is the same. The problem is not that she was teaching quilting, but most likely she was teaching quilting on a B-1/B-2 visa. That visa is a standard tourist visa (B-1 for business travel, B-2 for tourism), and does NOT permit engaging in paid work in the US.

I am amazed that quilters who travel to the States to teach have gotten away with it for so long. They are just lucky. Immigration seriously do not like to admit anyone who plans to do something which a local person can do just as well. This is true of Canada as well. Rosalie has been lucky to have gotten away with it so far.You just have to go in on a visitor’s visa and say nothing. Otherwise you take your chances. My Canadian daughter worked in Canada for an American company and one day she was refused entry because she said she was just going in for a staff meeting, as far as they were concerned that meant she was taking away a job from an American. She just “visited”after that and went to her staff meetings , no problem.
