Andi Perejda is correct. That particular quilt is a work of "broderie de Marseilles", more commonly known as "boutis" today. When working boutis, all of the shapes and channels are first hand stitched with a tiny running stitch, stitching together only 2 layers of cotton batiste without batting. When all of the stitching has been completed, each shape and channel is individually stuffed or corded from the back. Kathryn Berenson, from the IQSC documents this particular quilt in her book: "MARSEILLES: The Cradle of White Corded Quilting", published in 2010 by the IQSC. Hope this is helpful.
